You can go to the States if you're one of the following:
You may attend any accredited institution, public or private, and you must be under 30 years old. You should be a student in good standing, with average knowledge of English. If you are not a Romanian citizen, but you study and have residency in Romania, you may still participate in the Work and Travel program.
You can go to the States even if you're a final-year undergraduate. You qualify for the program if you intend to continue your studies and pursue a degree at the master's or doctoral level.
You can participate in the Work and Travel program from your first year of university if you're a full-time student at an accredited public or private university.
Since 2010, the U.S. Embassy in Bucharest has eased the requirements of participation in the Work and Travel program, so there is no minimum grade point average for participation, but good grades wouldn't hurt, and the fewer un-passed exams you have, the better your chances.
